MCP access

Bring your own AI — Mistral, Claude, Gemini, ChatGPT, or other AI agents.

TransformRadar is a Model Context Protocol (MCP) server. An Org Admin switches on external access and chooses which AI clients the organisation allows; each user then connects with a standard sign-in, and the agent acts as that user, with that user’s project roles, through exactly the same governed actions the buttons in the product use. Ask Mistral what slipped on a project this week, have Claude turn a design note into delivery items, or let Gemini draft a risk from a meeting transcript. Off by default; reads come with access, writes are switched on per tier, and every write is a preview the user confirms.

Innovation

Europe is not short of transformation programmes. It loses them between the business case and the benefit — funded, launched, and quietly reduced to something nobody would have approved at the start. That is a governance failure months before it is a delivery one, which is what a Programme Health assessment is built to catch: governance, alignment, scope, architecture, change readiness, and value, scored while there is still time to act.

Speed

Self-imposed drag is the expensive kind.

The report puts the EU’s own internal barriers at the equivalent of a 45% tariff on goods and 110% on services (IMF estimate, cited in the report).

Inside a company the same drag has a smaller name: a decision that waits six weeks for the next steering meeting, and a risk nobody owns in the meantime. Decisions, risks, issues, actions, and changes live in one register with an owner and a date, and the steering pack is assembled from live data before the meeting instead of the night before it.

Investment

Money moved is not a result.

The report puts the additional investment Europe needs at €750–800 billion a year — 4.4–4.7% of EU GDP.

Investment at that scale only counts if somebody can say what came back. Value realisation holds the benefits the business case promised next to the delivery meant to produce them: named owners, reported on cadence, on a trajectory the steering group can see moving — not a business case reopened once, at the end, to explain the variance.

Governance has earned its reputation as the thing that slows a company down. It should do the opposite. You can take a bigger risk when you can see, week by week, whether it is working. A Europe that has to be faster, more innovative, and more willing to bet needs governance that makes the bet visible early — not a monthly deck that reports the loss.

One year on, the European Policy Innovation Council counted 43 of the report’s 383 recommendations as fully implemented — around 11% — with digitalisation among the areas lagging. The distance between a strategy and its execution is the problem this product exists for.
